PRINCETON —
In an ongoing saga regarding a suspended excess school levy, the Mercer County Board of Education approved a textbook fee for the majority of students attending Mercer County Schools. This fee was dependent on the WV Supreme Court ruling on how to correct the excess levy.
The fee was assessed against those parents of students who do not fall under the qualifications for the free/reduced lunch program, or those who choose to purchase textbooks through independent means.
Grades K-2 were assessed $41 per year; grades 3-6, $54 per year; grades 7-9, $58 per year; grades 10-12, $68 per year. Late payments were assessed five additional percent; after January 1, 1996 the late assessment rose to 10 percent. Any fees that were not paid prior to the end of school term went to the courts to collect.
Students and parents were held liable for any permanent damage done to the books and/or replacement costs. The individual principals of the schools would determine if the fees were necessary, and had to make sure all students received the books they needed.
The MCBOE had the right to raise, lower, or eliminate the book fee before the start of the school year.
